Racing Incident Report
After arriving at the course, CHAMPION BOMB was examined by the Veterinary Surgeon who said the horse had sustained minor abrasions to the off side of its neck whilst being transported to the track. The Veterinary Surgeon said in his opinion the horse was suitable to race. Near the winning post the first time, HEALTHY BOBO fell. MONEY STAR and GOLD FLASK were severely crowded for room. When HEALTHY BOBO fell, DRAGON WIN fell over the fallen horse and WINNING SUPREME went over the fallen HEALTHY BOBO and dislodged its rider. CHAMPION BOMB, which was following, jumped the fallen horse and almost dislodged D Dunn. EXCELLENCE FOREVER was severely checked as were MISSION POSSIBLE and SPECTACULAR WIN. As the race continued, the Stewards sounded the klaxon horns when the field was near the 800 Metres. This was done to alert riders to ease their mounts down and bring the race to an end. The Stewards were concerned with the danger presented by the fallen riders remaining and being treated on the track close to the inside running rail near the winning post. Subsequently in accordance with Rule 12(9), the Stewards declared the race void as the track in their opinion was obstructed and to allow the race to continue would have created unnecessary danger. An inquiry into the incident was conducted. Evidence was taken from K H Ting (MONEY STAR), W M Lai (WINNING SUPREME), W C Marwing (DRAGON WIN), A Marcus (GOLD FLASK), D Dunn (CHAMPION BOMB) and E Saint-Martin (GRENADIER). As K S Yu (HEALTHY BOBO) had been taken to hospital for treatment, E Saint-Martin stated it was acceptable for the inquiry to proceed without K S Yu. E Saint-Martin pleaded guilty to a charge of careless riding [Rule 100(1)] in that he permitted his mount to shift in near the winning post the first time when not clear and as a consequence of this HEALTHY BOBO clipped the heels of GRENADIER, knuckled and fell. Crowding was also caused to MONEY STAR and GOLD FLASK which was racing to the inside of HEALTHY BOBO. When HEALTHY BOBO fell, the riders on WINNING SUPREME and DRAGON WIN were dislodged. CHAMPION BOMB, which was following, was severely checked. E Saint-Martin was suspended from riding in races for a period to expire on Sunday, 2 December 2001 on which day he may resume race riding (7 Hong Kong race days). The suspension is to take immediate effect. Subsequent to the race, the Veterinary Surgeon examined the horses which fell. He reported HEALTHY BOBO was bleeding from the mouth as a result of a cut to the lower lip. He said it had a significant amount of blood in the trachea and a swollen near side flank. Before racing again, HEALTHY BOBO will be required to pass an official veterinary examination. WINNING SUPREME was trotting sound and the Veterinary Surgeon said he was unable to find any abnormalities. He reported DRAGON WIN had sustained an abrasion to its near side hind cannon and after cooling down was significantly lame in its off side front leg. Before racing again, DRAGON WIN will be subjected to an official veterinary examination.
