Racing Incident Report

MASTER SOMMELIER began awkwardly and lost ground.
BRILLIANT PROPOSAL shifted in at the start and hampered ORIENTAL PROSPER.
From the outside barrier, TOUCH GO was taken across behind runners shortly after the start.
Apprentice K C Ng (GOLD EDITION) pleaded guilty to a charge of careless riding [Rule 100(1)] in that near the 800 Metres he permitted his mount to shift in when not clear of FANTASTICO, causing that horse to be hampered and taken in across the rightful running of EASTERN PROMISE which as a result was checked and lost the running to which it was rightfully entitled. Apprentice Ng was suspended from riding in races for a period to expire on Thursday, 6 March 2014 on which day he may resume race riding (2 Hong Kong racedays). The commencement of the suspension was deferred until after the Happy Valley racemeeting on Wednesday, 26 February 2014. In assessing penalty, the Stewards took into consideration Apprentice Ng's race riding record and the fact that he had had in excess of 150 race rides this season without being charged with a breach of the careless riding rule. Following this incident, ROMAN WIN was inconvenienced when FANTASTICO was shifted out to relieve the tightening to EASTERN PROMISE.
Making the turn after the 600 Metres, EASTERN PROMISE shifted out, became awkward and raced tight inside ROCKET LET WIN.
Near the 550 Metres, EASTERN PROMISE then became badly unbalanced and slipped behind, resulting in the horse losing a considerable amount of ground. DIAMOND ELEGANCE, ORIENTAL PROSPER and MASTER SOMMELIER were all hampered as a consequence. A veterinary inspection of EASTERN PROMISE immediately following the race did not show any significant findings. After the race, an inspection of the relevant section of the track did not reveal that there was anything amiss with the track surface.
After the 300 Metres, J Moreira (TOUCH GO) momentarily dropped his whip before regaining it a short distance later.
Approaching the 200 Metres, TOUCH GO was momentarily awkwardly placed outside the heels of ORIENTAL PROSPER which shifted out.
Throughout the race, BRILLIANT PROPOSAL travelled wide and without cover.
FANTASTICO, BRAVENESS and BRILLIANT PROPOSAL were sent for sampling.
