Racing Incident Report
COSMO SUCCESS, CZAR OF PRUSSIA and NOBLE SILENCE were slow to begin. After passing the winning post on the first occasion, WINNING KEVIN was steadied when crowded for room between SOUNDS BEST and STABLE MAIL which at this time shifted to a position behind FORTUNE SMILES. Near the 1000 Metres, WINNING KEVIN got its head up and steadied when awkwardly placed between PACKING ANGEL and SOUNDS BEST. Over the final 200 Metres, COSMO SUCCESS when being ridden out hung in. After the 50 Metres, GOOD NATURE, which was closing the race off strongly, was steadied when disappointed for running between STABLE MAIL and SOUNDS BEST (C Soumillon) which shifted in. Because of this, GOOD NATURE was not ridden out to the end of the race as it normally would be. As the Stewards were satisfied GOOD NATURE had not established rightful running between these horses, no action was taken, however, C Soumillon was told to exercise care. In the Straight, REGENCY HORSE hung out. When questioned, W M Lai (REGENCY HORSE) said he had been instructed by Mr A S Cruz, trainer of the horse, that REGENCY HORSE in the past had shown itself to be a difficult ride, therefore he should endeavour to begin well, ride the horse along to obtain a lead and not restrain the horse which was having its first start at Happy Valley as it was considered REGENCY HORSE might hang out badly. He said in accordance with those instructions he rode forward in the early stages, crossed to the fence and held the lead inside SOLAR EMPIRE. He said because of this neither REGENCY HORSE nor SOLAR EMPIRE would relax when racing upsides after passing the winning post on the first occasion and as a consequence the pace of the race in the early stages was faster than he had wished, however, he was reluctant to steady REGENCY HORSE because of the instructions he had been given. He said when SOLAR EMPIRE took a sit behind him after the 1200 Metres, he continued to allow REGENCY HORSE to stride, again having in mind his riding instructions. He said after entering the Back Straight he gradually attempted to steady the tempo of the race, however, when he did this REGENCY HORSE gave him clear indications that if he were to place pressure upon the horse's mouth, it would hang out badly, therefore the tempo of the race continued to be stronger than he would have liked. W M Lai acknowledged that the pace he set on REGENCY HORSE was too quick. The Stewards told W M Lai that although they were mindful of the racing characteristics of REGENCY HORSE, he should in normal circumstances be mindful of ensuring he does not lead in races at a pace which is excessive. WINNING KEVIN was sent for an official veterinary inspection. A veterinary inspection of WINNING KEVIN after the race did not show any significant findings. REGENCY HORSE, SOUNDS BEST and NOBLE SILENCE were sent for sampling.
