Racing Incident Report

GALLANT FALCON was withdrawn on 13.11.04 on veterinary grounds (coughing). DASHING THUNDER, 1st Standby Declared Starter, was also withdrawn on 13.11.04 on veterinary grounds (dull and inappetent). As such, GALLANT FALCON was replaced by 2nd Standby Declared Starter JUST A MARTIAN (S Dye). Before being allowed to race again, GALLANT FALCON and DASHING THUNDER will both be subjected to an official veterinary examination. CLASSA VICTORY was slow to begin. In the early stages, THOUSAND WINS proved difficult to settle and on a number of occasions got its head up. The Stewards deferred the declaration of weighed-in as they were of the prima facie view incidents had occurred in the Straight which cast sufficient doubt on whether SPINNING CITY should be declared 3rd placegetter and DONGGUAN VICTORY 4th placegetter. They decided the matter should be resolved at a protest/objection hearing. The Stewards formed the opinion that shortly after the 400 Metres DONGGUAN VICTORY shifted out when not clear of GREEN TREASURE, 6th placegetter, causing that horse to be severely crowded for room, bumped the hindquarters of EVER SUCCESS and be severely checked. When EVER SUCCESS was hampered, WIND WINNER was also severely hampered. The Stewards further considered at the 200 Metres GREEN TREASURE was checked when disappointed for running between EVER SUCCESS which shifted in and DONGGUAN VICTORY which was carried out by SPINNING CITY. The Stewards were satisfied that had the interference which occurred to GREEN TREASURE shortly after the 400 Metres not occurred, that horse would have finished in front of DONGGUAN VICTORY at the end of the race. Further, as EVER SUCCESS had contributed to the second incident, the Stewards did not believe SPINNING CITY could be held fully accountable for GREEN TREASURE being interfered with at the 200 Metres. Therefore the Stewards sustained the protest/objection 6th against 4th and overruled the protest/objection 6th against 3rd. Accordingly the amended placings became 1st OSCAR STAR, 2nd REAL PARTNER, 3rd SPINNING CITY, 4th WIND WINNER, 5th GREEN TREASURE and 6th DONGGUAN VICTORY. Subsequently B Prebble (DONGGUAN VICTORY) pleaded guilty to a charge of careless riding [Rule 100(1)] in relation to the incident shortly after the 400 Metres. The Stewards considered the appropriate penalty was for B Prebble's licence to ride in races to be suspended for a period to expire on Thursday 25 November 2004 on which day he may resume race riding (2 Hong Kong racedays). The commencement of the suspension was deferred until after the Happy Valley racemeeting next Wednesday 17 November 2004. In addition, B Prebble was fined $30,000 in lieu of a suspension for a period incorporating one further raceday. GREEN TREASURE was sent for an official veterinary inspection. A veterinary inspection of GREEN TREASURE after the race did not show any significant findings. WIND WINNER, OSCAR STAR and REAL PARTNER were sent for sampling. After the race, the Veterinary Officer reported TRAVIANO had sustained a laceration to the right hind pastern.
