Racing Incident Report
WINMARK was very slow to begin. On jumping, OPTIC DYNAMIC and POWERFUL bumped. As a result of this, POWERFUL shifted out and caused some inconvenience to FORTUNE TONE. WINNING WAYS began awkwardly and then over the concluding stages hung in. After passing the winning post on the first occasion, TELECOM TYCOON was steadied when crowded for room inside SWEETIE which was taken in slightly by TIME OF RED WINE. Apprentice P H Lo (FORTUNE TONE) pleaded guilty to a charge of careless riding [Rule 100(1)] in that near the 1400 Metres he permitted his mount to shift in when not clear of POWERFUL, causing that horse to be carried in across the rightful running of OPTIC DYNAMIC which as a result was checked. In the circumstances of this case, the Stewards believed the appropriate penalty was for Apprentice P H Lo's licence to ride in races to be suspended until Wednesday 5 November 2003 on which day he may resume race riding (3 Hong Kong racedays). The commencement of the suspension was deferred until after the Happy Valley meeting next Saturday 25 October 2003. S K Sit (OPTIC DYNAMIC) pleaded guilty to a charge of careless riding [Rule 100(1)] in that on straightening he shifted his mount out when not clear of FORTUNE TONE and TIME OF RED WINE, causing those horses to lose their rightful running and be checked. The Stewards considered the appropriate penalty was for S K Sit's licence to ride in races to be suspended until Monday 3 November 2003 on which day he may resume race riding (3 Hong Kong racedays). The Stewards acceded to a request from S K Sit for the suspension to take immediate effect. For the major part of the race, METRO FLYER and SWEETIE raced wide and without cover. D Whyte (POWERFUL) reported the horse felt "scratchy" in its action when trotting back after the race. The horse was examined by the Veterinary Officer who said at this time there were no significant findings. POWERFUL, WINNING WAYS and MILLENNIUM LEGEND were sent for sampling.
